Fix Security Issue

I had a PayPal dispute which for some reason kept triggering security on my PayPal debit card. Everytime a change happened, all transactions on my debit card would start getting denied. One support agent claimed it was because I had so many disputes. At first she claimed it was 15, in 6 months. Then she claimed it was 11. When in reality, it was 6, including this one. This one in particular I suppose may have been popping up as several, because for some reason, someone at PayPal kept changing the reason, and every time, it would cause my card to start denying transactions. I talked to a CS agent two days ago, and she claimed it was the bank PayPal uses, and that they no longer wanted my service, clearly because PayPal keeps **bleep** things like this up. Turns out, as I suspected, it was just a flag on my account, at PayPal, that was causing it. The leadership team fixed it, and two days later, once the dispute had been wrongfully denied, the flag returned. How do I get this to stop happening, and how to I get PayPal's employees to be at least somewhat competent?

Can't get a straight answer from anyone at PayPal... First it was supposed to be because of a dispute, but according to other agents it's not. Now it's supposed to be an issue that a lot of people are having, and they're attempting to 'fix' it. So, my account has been added to a list, with this issue. Unknown how long it's going to take to be 'fixed'.
