Why am I receiving an email stating that I need to pay $300 to complete a fund transfer of $1250 to my account? For a total deposit of $1600 including an upgrade fee?

You are being scammed with FAKE Paypal emails, that is NOT how paypal works.
No funds in your balance = you have NOT been paid.
There is NO upgrade fee.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
