Father was chargeback scammed under PayPal goods and services

In short my father was tricked and fell for a classic scam. The fraud party sent my father $4800 which PayPal held for two weeks before it “cleared.” Once it cleared my father was instructed to forward the remaining money ($5000 before the PayPal goods and services fee) over to another bank account. Once the fraudster confirmed they got the money, they opened a dispute on PayPal for “goods not delivered” with my father and now his balance is -$4800. Is there any protection for this? He responded in the resolution center all the chat history and transaction history and cannot afford to pay that balance back.

Sadly not, I have to be honest and wonder why he would do that for a stranger?
