My brother owed me $500 for 1/2 my dad's funeral expenses then a week later changed his mind and filed a dispute as if he was a buyer and I was a seller. Does Paypal get involved in family disputes?

If you can't send paypal a tracking number to prove you sent something to your brother and it was delivered then you would lose.
He sent the funds as if he was buying something so if he did not describe anything on the 'sent' payment then why not just do that ie send him an envelope trackable to prove delivery.
Other than that next time make sure the funds are sent using the friends/family option so that a dispute can't be raised for non receipt of item.
Advice is voluntary.
