Email from PayPal - real or scam?

I have received a couple of emails claiming to be from PayPal notifying me that there has been a change of terms of service and to click on a link if I like to learn about it. The email is addressed to my full name, first and last, and is from <Removed> so I'm curious if this is real or a scam?
