Don’t have any of the required ID to remove the limitations on my account

Hi, my account is currently under limitations? I’ve provided my bank statement to prove my address but I do not have any of the ID requirements they’re asking for? Eg valid passport / driving license? My only ID is my birth certificate can anyone help as to how I’m to resolve this? My PayPal has money in which I need?

I don’t have a driving license either, My only form of identification is my birth certificate at the moment as my passport has expired

Proof of identity
The following is a list of acceptable documents you may provide:

• Government issued ID, such as a driver's license or passport
• Employment authorization card
• Permanent resident card

Proof of address
These documents must be dated within the last 3 months to be considered acceptable:

• Current utility bill dated within the last 3 months
• Bank, credit card, or financial statement
• Cell phone bill
