Does paypal cover a e bike that has come to me but is damaged

I received an new electric bike but its damaged and the buyer said PayPal doesnt cover any e bikes..is that true as im in a dispute with him

Click on legal bottom of page and then on paypals buyer protection policy, in there it will tell you what is and is not covered.
