Does Sellee keep money if they scam you?

If I buy with Goods and Services and then scammed. Does the scamming seller get to keep the money I sent even if I get a refund? Also why would it say - the seller maybe receive less money because of foreign taxes. The seller said it was because we have not had a transaction before. I do not believe this is correct .

Depends, if paypal think neither of you were at fault then they may refund you as a goodwill gesture and the seller keep the funds. However if the seller lost a dispute and refuses to refund then normally paypal will refund you under buyer protection and then put the sellers paypal account into negative balance and limit it until they pay them back again.
If the seller was international then they would have paid their fee to receive the payment + any cross border/currency conversion fees.
Advice is voluntary.
