Do you have to pay a fee to receive an international transaction?

Pretty sure it’s a scam but they’ve sent a gmail that looks legit. They said I have to pay a fee before receiving a international transaction. Can you confirm this is not true? Thanks!

so yes, probable scam.

gmail is not paypal

gmail is everyone's mail. ( anonymous to sum up )
paypal uses his domain name.
