I brought a concert ticket from a seller in Feb 2020. The concert recently was canceled. Is there any way I can dispute after being 180 days? I told Paypal that I received the ticket digitally but now with the concert canceled, they sent the funds back to the original buyer(the person who sold me the ticket). what can I do?
There should be some way, with how the pandemic changed things, to receive a refund through Paypal.

Sadly even credit cards have time limits of around 180 days.
Your only course of action is private legal action against the seller if an option.
Advice is voluntary.
