Disputed claim denied

Received glass order smashed. My claim was denied by PP. Sent pictures but still denied. I don't get it. Is it because it wasn't sent back? I'm not wasting $ shipping smashed glass back to seller. Not for nothing but PP didn't ask any questions so this whole dispute was frustrating.

Normally if you have opened a paypal dispute > escalated it to a claim and won then...............

Paypal state this >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

HOWEVER if the item to be returned was dangerous to return you should have reached out to customer services first and explained that before the claim closed. Try an appeal?

I am in a similar situation but in my case the seller has never responded to the claim for which deadline is in a couple of days. In this case, would I have to still ship the item back to seller? Although a return label has not been provided neither do I know seller's address.
