Disagree with a claim

A buyer purchased an item from me and then reported 3 weeks later that it wasn’t as described and hasn’t had much use of the item since receiving the item. PayPal have agreed to give to him the money back to which I am not happy to give the money back after having the item 3 weeks and then saying he hasn’t happy with it. How do I dispute this claim as they have already made the decision?

I understand you want to appeal the case decision. If you'd like to appeal the outcome of a claim, you can do so within 10 days of the case closing. If I order a security camera and I receive just a memory card how does the resolution centre refuse my claim.
