Deleted account

I sent funds to a supposed deleted account but the transaction states it is complete and I cannot communicate with the recipient through paypal as the account no longer exists and because this was a friends and family transaction Paypal can't help or they don't have an option for my situation. Any suggestions?

If the transaction is showing as completed then it has successfully transferred to the email address you sent it to that is linked to an open and active account. If it didn't exist then it would show as unclaimed.

 

So email that 'wrong' email address and ask if they will refund the payment, unfortunately not a lot you can do if they decline as you have 0 buyer protection for friends/family transactions. However if you funded the Paypal payment via a credit card you could try asking if they will help but again they may refuse as it was not a business transaction.
