APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

After reading all your comments, I have turned this over to my credit card company. I am sure I would never get anything on letterhead from Dedebell Trade Co. However, I have a string of emails asking me to be patient. I will never order anything advertised on Instagram again! All from China and not as promised.

This is a common SCAM, they continue to ask you to be patient until the time to file for a refund expires, PayPal will then deny your claim..

I Have the same problem. PayPal doesn’t seem to do anything except tell you to resolve it with the seller. I haven’t even received a tracking number after 2 months. I’m thinking of contacting my bank to see if they can do anything.

I have the same issue, except I placed a $281 order! no tracking info given after like 10 communications.  Kept telling me to be patient; that their carrier was updating their tracking system and they couldnt track the package.  Then after 90 days, I filed a claim with paypal, the seller gave paypal a fake tracking number for a package that was delivered to my city (it was not delivered to me) and paypal closed the claim in favor of the seller.  What the heck paypal - you trust them because they gave you a fake tracking number?  The paypal reps didnt read my email thread with the seller where they couldnt give me a tracking number for 3 months.  Then paypal says "ask canada post for an intranet document form" which should have the label. Spent 40 minutes on hold for canada post, they have never heard of an intranet document form. So now I have to go back to paypal and ask for my money back again. 

 

The rep said they are seeing a lot of ITEM NOT RECEIVED complaints against the seller, but all of the disputes were ruled in favor of the seller.  

 

Why bother using paypal?  If i do a chargeback with Visa, it goes through easy peasy.  This is crazy.  Paypal needs to shut this seller down, and refund all of us.

That’s their MO! They delay your actions and after 90 days you have no recourse for a refund, I’m sorry to say that you will never see your money again!😡 I truly feel we should organize and file a class action lawsuit against PAYPAL, FACEBOOK and other venues that support this criminal behavior!

Yes a class action suit would be the way to go if it can be done. The scams are getting worse not better so I can conclude it’ll continue to get worse. How can PayPal support these scams and I can only conclude is they might be in on it along with the top social media sites.

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.

Paypal would not be able to check every individual seller / merchant / company in over 200 countries worldwide that adds paypal to their website to accept payments.

So they give you 'some' buyer protection but the onus is on you to risk assess your transactions.

They do stop bad companies from using Paypal when enough claims start rolling in.
However as they are in China (mostly) then its easy for them to just start over with a new name, so stopping them does not really do anything.

The best thing is to not buy from them in the first place, to recognise them -

1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.

I contacted my bank who has now taken over from PayPal. They have credited my account back the money pending resolution with this cheating company. I would like to see PayPal create the software that notifies you BEFORE you place an order with a company of any company with a certain # of complaints like this. So you can decide before you buy whether to trust the vendor.
