Data breach perhaps?

Unknown caller [removed] had asked to enter a code number and only PayPal gives me a code over the phone if I want to log into my account. When I received the call, I was having lunch with my partner and not doing any banking at all.
Only another bank and a few government institutions have my real telephone number and I have registered a fake telephone number with internet companies and shops.
In short, how did this unknown caller get my private telephone number?
Via a data breach at Paypal perhaps?

Over the last few days someone was able to add a bank account to my daughters PayPal account request thousands of dollars from my bank account. Even though we changed her email address and password they were still able to go back in today and re add the bank account to accept the funds. Waiting for customer service to open to call. This is crazy and frightening.
