Confirm your US taxpayer status webpage error, can't go to next step

I tried selecting Yes and No and then clicking next, but neither could get me to the next step. Is there a third option??

If not, you can contact PayPal Customer Support so that our representative can take down your account specific information and add it to the records to raise a ticket for this issue so that our technicians can look into it and resolve the issue.
