I’m interested in a computer on eBay but the seller only want to sell via Pay Pal. I’m in the UK. I guess he is doing wrong by not using Pal Pay but am I covered by PayPal for a refund if he does not deliver goods as agreed? I guess I need some sort of contract and agreement.
