So I disputed a case on a transaction I made and PayPal closed the case, but the other person is still not able to refund the money and I haven’t got the money back either.

Welcome to PayPal Community! I realize that there may be an issue getting a refund. I know this can be concerning. Typically, the receiver or merchant is able to refund the payment on their end. If they are having trouble doing so, please have them reach out to Customer Support. They can reach Customer Support by clicking Contact and then Message Us (when available) at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
