Case 'resolved' in buyer's favour despite buyer's dishonesty about receiving item

A buyer through Bandcamp filed a request for a refund, selecting the 'item not delivered' option for their reason.

However, in the dialogue filed through Bandcamp and kept as a record of the dispute through PayPal, they went on to mention in one of their messages that they had actually received the item, but that they felt they were entitled to a refund because it arrived late (which they aren't).

PayPal gave me the option to respond, but I had to provide a tracking number for proof that the item was delivered, despite the dialogue showing that it clearly had been delivered. The problem is we don't use tracking on international orders because we'd have to charge much higher shipping. I attached the screenshot of the postage having been paid for the item and the screenshot of the buyer admitting the item had been delivered, but almost as soon as I submitted my response PayPal ruled in the buyer's favour, presumably through some non-human entity reading the response and basing the ruling on the fact there was no tracking number.

Ideally I'd like to take this further and have an actual human read the evidence which is indisputable really, although it seems unlikely since the case has already been 'resolved'.

Sadly, it appears PayPal supports fraud by permitting these tactics.  I had a customer buy something, tell me it was stolen off of his porch (he has a camera), wait 121 days and file a claim against me.  Despite my having screenshots of the messages, whereby the buyer admitted the item was delivered and stolen, and despite a letter from USPS saying the package was delivered, the buyer was refunded.  So, it appears that sellers are responsible for everything no matter what happens.  Since USPS deletes it's tracking after 120 days, PayPal is aiding and abetting fraudulent transactions.
