Case Closed incorrectly!?

Hello All!
Seeking your advice where I had a product delivered that was faulty - bought on eBay. The seller was silent until AFTER the 90 days at which time going through eBay was not possible.
Lodged dispute with PayPal who after much back and forth, asked me for proof of return BUT, having been away, I then replied I was about to send. Case was closed regardless. So when I was driving it to the vendor, I rang to let them know I was coming - phone disconnected and Google reports the store is closed which makes it impossible to provide the information PayPal sought. Frustratingly, PayPal ONLY provide FIXED options that unless you actually have that information, you cannot advance.
I am in Australia and under out laws here, the vendor is in breach, eBay are and from what I have been professionally advised, so is PayPal. I simply want the refund and happy to return but how do I get PayPal to realise the position? Moreover, is it possible to actually speak / contact a human?

Paypal provides 'some' buyer and 'some' seller protection so yes the options available are fixed as per their policy which you read so you can risk assess your purchases.
If you opened a dispute for item received but not as described and WIN then the only way you get a refund is by sending the item back (trackable and prompt) after Paypal decision and provide paypal with the tracking number to prove that you have done that. No tracking number supplied within a short period of time means the claim will auto close.
If the vendor is in breach under your rules then you of course can take private legal action against them under Aussie laws in the small claims court if you have that option in your country?
Advice is voluntary.

Thank you. I know it is "some" but the fact that there was NO place to return to ought not to have meant case closed. It should have sent off an alarm bell that the vendor is ducking for cover and PayPal ought to get after eBay and friends...........
