Can't take back money from a blocked account

Hello,
I'm in a Limbo right now, I created months ago this Paypal account random without my real data (I really didn't know about Paypal, it was all new to me)
They blocked me, but I had 80 euro inside, now after 120 days they sent me an email where they say that my funds are eligible for withdrawal.
The problem is that I can't add any bank account or card to withdraw money and if I try to contact Paypal they are always offline (I can't call them for personal limitations, they don't have support for my language)

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.

Paypal also may request further documentation from you before you can withdraw those funds.

You can normally withdraw via any linked bank account / card already on your permanently limited account. I don't think you can add a funding source to that account.

So your best option is to contact customer services and ask them to link a card or bank for you (as long as the account is in your legal name).
