Can someone explain how this is not a scam?

So I booked a flight where I had to take a desktop computer with me. Since I had seen that people can take musical instruments on the chair next to them on a flight, I decided to enquire with ryan air i they would let me do the same with the computer as I figured it would be safer than in the hold. I enquired and as you can see from the screenshots below they said I could do it. On the day in question i went to the ryan air help desk at the airport to confirm what the customer support agent had said, I also showed them my case met there requirements to be on a seat. They said it was all fine, and stamped my boarding pass as seen below to show security.
When we reached security they told it couldn't go through then gave me a rant about the airlines never checking with them before setting requirements. Since the size requirements given were for what Ryan air would allow on a seat on there plane, but far exceeded what security would let through at the airport. Since it can't reach the seat without making it past security the requirements are evidently pointless.
The ryan air help desk agreed that they (the airline) were in the wrong, and gave me a sheet to request a refund, but it wouldn't tick ryan airs boxes for a refund. I then brought the dispute to paypal to try and get a refund on the seat i booked for my PC, and there response has been "The case was closed in the seller's favour because the item wasn’t damaged, different or missing any parts as described by you."
I always thought paypal was meant to protect customers from scams, and I really struggle to see how they have provided the service they described. I brought it up via a message, the rep asked "I am sorry to know that you were not able to take your computer on the plane, however Daniel, could you please help me with the proof, where the seller had stated that you could carry the computer, while purchasing the ticket." I showed them the screenshots below which i think count as proof, but they then just said they wouldn't look into the case further. Can i post the copies of the screenshots with the paypal reps?
I'm really exasperated by this entire process and very disappointed with PayPal so far. Could i get some advice on how to proceed

Paypal gives 'some' buyer and 'some' seller protection. It does not guarantee you 100% for everything that goes awry.
You booked an extra seat for your computer and presumably the seat was still there for you to use?
So as far as paypal were concerned you got what you paid for as they do not get involved in 'quality' issues.
The fact you could not take your computer on is between you and Ryan Air so I would suggest you consider a small claims court action?
Advice is voluntary.
