I`ve paid a 39.oo USD delivery fee for a DHL package, but on arrival I am being asked to pay additional fee of around 40.oo USD for shipping and handling. Can I open a dispute about this issue?

If you are sure its not a scam then is it a charge from customs / importation charges in your country?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
