Can I ask my bank to charge back if it's been over 180 days?

I bought an item from an artist online, and they have essentially run off with my money. I had been in contact with the seller on different occasions, in which they assured me that they had received my money and that the item would be completed within a certain timeframe. Well, the deadlines came and went, and now I am outside of the 180 day refund window. The communication with this person has always been very spotty, and now have not been able to get in contact with them for 6 months.
Should I ask my bank if they can charge back? I have all of the transition info in my Paypal, as well as all communication records.

You can ask but normally card issuers have a max of 180 days as well but no harm trying is there.
