Buying a laptop from Facebook Marketplace

Hi all.

I found a good deal on a gaming laptop on Facebook Marketplace. The seller is in France and I am in Malta. The guy told me that he could ship it to me if I sent him the money via paypal using 'buyer protection'. How does this work in general? I have never used paypal and do not know how it works. This is just a random guy on Facebook, not a store. Can I buy safely? Will paypal hold my money until I receive and confirm the product. What if it does not arrive or it is not as described or damaged on the way?

That depends on many factors all listed in Paypals buyer protection policy for you to read so you can risk assess your transactions.
Legal (bottom right of Paypals pages) > user agreement > buyer protection.

Can you briefly explain the process? The seller sends me a link for payment (which should be goods & services with detailed description of the product/ jsut a link not from market place?)? and then I make the transaction and wait for shipping. (Seller should provide a tracking no I guess) in the mean while Paypal keeps my money on hold. 

So, first of all, do i have to open and confirm the package when the courier arrives? PP does not send the money until I confirm the product? 

Is this how it works? If now can you please explain?
