Okay so I am trying to purchase a phone from someone on offer up they are saying that they want me to pay through PayPal because the fees are less but PayPal will hold the money until I receive the phone has arrived and is what it is supposed to be but I’ve never heard of them covering buyers this way do they really do this how do I know if that it what they will do or am I being played by the seller????

Paypals new seller hold is between paypal and the seller and has nothing to do with you. Your buyer protection remains as stated in their buyer protection policy and you are covered for non receipt of item OR not as described as long as you pay using the goods/services option (terms and conditions apply).
Advice is voluntary.
