Billing issue

I removed my Visa debit card that I had linked to my PayPal before making any purchases and the card still got charged $10.73 USD even though it's not linked to PayPal account anymore

I'm sorry to hear that a payment was processed on a card you removed from your PayPal account. I recommend reaching out to Customer Support to find out what had happened. You can locate the different options for contacting Customer Support on our Help Center here. If you did not authorize the transaction at all, you can find the option to file a dispute on our Help Center here. However, if it was just an incorrect payment method, please do not file this type of dispute. 

If I were to speculate what happened, I would lean towards an automatic payment tied to the card that was processed before the card was removed. Any automatic payments need 48 hours to update to guarantee they're updated or canceled fully. Another option would be that there was already a pending payment processing with that card, and removing it would not stop the awaiting payment from going through.
