These are the words from a recent dialog with A "PayPal Assistant."
I completely understand the concern here, and we definitely value your association with us.
Refusing on delivery will still qualify for a refund.
Only when the item is accepted and seller delivered the item as promised, we will not be able to cancel the transaction, because even seller has seller protection similar to the buyer protection we offer.
For the cases where you have refused the item at delivery, we can surely help you win the case.
My words: You are better off refusing a package and apparently stand a better chance of winning.

You may not win a dispute for item received but not as described though.
