Hellos! I am having trouble with customer support because someone tried to hack my account so paypal put a restriction on it but now, they are asking for a US ID to authenticate the account. I created my account on 2016 without an US ID because I was studying and working in the US but no one asked for an ID back then. The result is that I can't get my money out of my account and no one wants to help me solve it.

I take it you no longer are living in the US? In that case you would have to furnish them with some sort of proof from the time period. Your passport Photo, student visa or the like would suffice as they are recognized government documents. Supplying them with documentation like a rent receipt, utilities payment, bills from the place you were studying at. Supply them with as much information as you can get and present it when you contact them again.
The more information and proof of who you are and proving that you were in fact in the US as a student at the time, will expedite the process.
Best bet, contact support, tell them your situation, and ask them as to what documentation you would be required to submit to alleviate the situation and have the restriction lifted. Then be prepared to meet or exceed those expectations or requirements. Do not approach them with simply a "trust me" attitude, as it will almost certainly fail.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
