Attempting to get a refund on a preordered item after 180 days dispute cutoff.

About a year ago, I preordered an item and the release date was after the 180 cut off for dispute. Now the time I should have received the item has long passed and the seller has not communicated with me in a couple of months. Is there anyway I can go about getting a refund?

Paypal gives you 180 days buyer protection, you can't file a claim after 180 days unfortunately.

That is the same timeframe most credit cards give you.

Do you have the small claims court in your country that you can use?

@kernowlass I still have emails, but I'm in USA and seller is in Canada. So I guess there's no real protection if the item is a pre-order.
