App says I can no longer use paypal after I've provided all necessary documents?

Hello, my account is 'permanently limited' after a friend sent me 400 to help me pay a hospital bill. I sent the documents paypal asked me to so I truly don't understand where this is coming. Is there anyone I can contact to make an inquiry?
