Anyone else been able to report fraudulent staff members to PayPal?

I have been trying for months to have a refund returned to me, PayPal have been there ever difficult self to deal with. 

But I stumbled across something yesterday, there is a Bank Account linked to my account that is not mine and I can't delete it.

I wouldn't mind betting that my $2400 refund is there and maybe a lot of other peoples as well.

 Has anyone else noticed that PayPal has some really strange "Office Hours" for Australia? The other day they said they started at 5am AWST but on Sundays it's 9pm, how odd. 

 

 To my question, does anyone have an email address for the fraud team at PayPal?
