Any use in reporting a scammer who has asked for money?

The subject line says it all.  I got a message on a chat app and then received a PayPal account and a request for money.  Does anybody at PayPal actually look into such questions?

What do you mean? Just wanting to report suspicious email? I fwd all the scam emails i get and always get a response. It’s spoof@paypal.com

I mean, if i report a user's email to PayPal because he has asked met to send him money, does anybody at PayPal look at his account history to see whether it suggests illegal activity? And if they decide it IS illegal activity, do they do anything to stop it?
