An unusual PayPal scam - anyone else experienced this?

On Wed 3 Apr 24, I ordered 2 x Sportful Merino Wool 18 Socks from https://www.cyclinggearsale.com at a total cost of $24.50. I authorised payment via PayPal including 2 factor verification by phone. I later received Paypal email confirmation.
Immediately after authorising the $24.50, I was then prompted to pay £24.50. Thinking it was the same item (I didn't spot the $ to £ change) and there had been a payment issue I approved it – but there was no 2 factor verification request. I then received a Paypal email confirmation that I had made payment to a totally different entity than for the $24.50. I had no idea what this was for and received no confirmation by email of my order. it was only after I had raised this issue with PayPal that I found it was for a ” Basket Weave Linen Throw” which is not available on https://www.cyclinggearsale.com (the only site I was on) .
To me this is fraud, with a Paypal payment being piggybacked off another. My guess is that they are probably working together.
PayPal aren't interested. I have however raised an "item nor received" for the second payment. My guess I won't receive the first either, and will do the same.
