I just got Alarming messages that my other accounts PayPal Email has been changed, 2fa has been enabled, and a limiter has been taken off, when I try to click the link it doesn't work, is there a faster way to get into contact with Paypal? This is urgent and PayPal customer service is offline, as usual.

Are you sure it wasn't a spoof?

Only never click a link in an email to sign into paypal, always go to your paypal log in page as per normal.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.

ALSO IF YOU GO TO YOUR USER AGREEMENT FOR YOUR COUNTRY VIA LEGAL BOTTOM OF PAGES > SELECT YOUR COUNTRY > USER AGREEMENT > SCROLL DOWN TO THE SECTION ON UNAUTHORISED TRANSACTIONS THERE IS A PHONE NUMBER THERE FOR YOU TO USE.

Advice is voluntary.
Kudos / Solution appreciated.
