Account suspended - I "signed up before I was 18" - I'm 25 and can now no longer use the service?

I have no idea why this is and no idea how to fix it - it says I joined in 2014 on my profile and I was born in 1996, so I would have been 18 or about to be anyway? And now I can't delete my existing account, or remove my bank account and make a new profile, because a Paypal employee has randomly, 7 years after I joined, decided I broke terms and conditions? This only happened because I changed my name after getting married - shouldn't have bothered!

Click “Call Us” at the bottom.
Yes, your acct was permanently limited because acct was opened while under age. Ask them about setting up a new acct since you’re of age now and would like to use your current bank/cards from limited account with new account.
