Account permanently limited due to account being created before 18

Hi, guys. I turned 18 as of August of last year. In January of last year, I decided to open my PayPal account, and registered it, but I did not complete the process as I realised I needed to be 18 to fully register. So I waited until my birthday in August and completed the process then. My account worked fine until today, where PayPal requested a bank statement from me to prove my identity. After providing it, my account was permanently limited, the help centre says this is because although I fully registered after my birthday, I initiated the process before it, in January of 2023. My question is, what should I do now? Do I make a new account under another email and withdraw the funds from my old account into the new one? Is that even possible since my old account is now limited? I already contacted the help centre but so far they have only provided a link that doesn't work and I'm still waiting on another response. Any additional tips would be appreciated, thanks!

Paypal does not allow account holders under the age of 18.

PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be permanently locked for further use.

You would never be able to use that illegally opened underage account again but once 18 Paypal may allow you to open a new account. However that is not guaranteed as you have already broken their rules so contact customer services first to check.
