Account permanently limited despite not breaking user agreement (that I know of)

I created a PayPal account for the first time several days after I turned 18. I then decided I didn't want to upload my driver license, so I closed my account.

Several months later, I opened another account, with the same correct information, and uploaded my driver license. I tried linking my debit card, but failed several times, probably because I only entered the first letter of my last name. I then used my full last name and was able to complete the process. Not even two minutes later I get the notification that my account had been permanently limited. Now I can't close my current account because of the limitation. I didn't even have the chance to use PayPal yet, so what did I do to get my account permanently limited? Is there any way at all I can use PayPal after this happens? Can I make a new account without closing this one, or is it against the agreement to have multiple accounts with the same information?

If you have a permanent ban then its you that has been banned as well as your paypal account.

You can't open any other accounts or use paypal anymore unfortunately.


You can rarely appeal a permanent ban but if you want to try an appeal then contact customer services.

They 'may' pass it to the back office but the chances of the appeal being successful are slim. Paypal state that the decision is not made lightly and once made is usually final.
