Account permanently limited after legal name change

I recently legally changed my name through Social Security, on my driver's license, and bank accounts and was trying to update my Paypal with my current name. I clicked the Change Name button and uploaded a copy of my new driver's license and got an email back saying my name couldn't be changed as my ID didn't match my Paypal ID (I mean duh, if they matched I wouldn't have a reason to click the Change Name button?) I followed up by uploaded a copy of my new and previous IDs to show that I'm the same person. Paypal responded by permanently limiting my account and blocking me from using my bank accounts to make a new account.
The email I got was autogenerated and doesn't allow for responding to. I tried the chatbot on Paypal's Contact Us page but because my account was limited it would not help me directly resolve the issue or put me in touch with a live agent, it just told me to click the limitation notification for steps to resolve but there aren't any steps, it's just a message that says I can't use Paypal anymore as I've violated Terms of Use without stating what terms were violated. Anyone experience this issue and arrive at a resolution?
