Account permanently blocked for being underaged? Can I make a new one?

I had made my account before turning 18. I turned 18 a couple days ago so I then applied for a PayPal card. I got an email that said my account had been limited for being under 18, I’m assuming it means being a minor when the account was made though. It told me I could make a new account once I’m 18. I go to the app, and It says I’ve been permanently limited for breaking the terms of service and being a threat to PayPal! I’m assuming that’s because I made an account when I was under 18, (being the sinner that I am). Thing is, this message is telling me I can’t conduct business with PayPal ever again; I can’t link my bank info ever again or anything. Which is it? Am I permanently barred or not? I didn’t know that the age thing would qualify as such a big threat in their eyes. Now it’s **bleep** me over lmao

Paypal does not allow account holders under the age of 18.

PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be permanently locked for further use OR when paypal discovered that you opened the account underage.


You would never be able to use that illegally opened underage account again but once 18 Paypal may allow you to open a new account. 
Opening a new account is not guaranteed as you have already broken their rules once , so you would need to ask customer services first before you try opening another one.
