Account permanently Limited

So I believe my account was permanently limited because I tried to verify my account or whatever when I was 15 because I never used my account and when I tried to verify it my account was immediately permanently limited. I am no longer 15 and am an adult. I would like to be able to use PayPal but ever since I tried to do my account thing as a kid I've never been able to do anything. I'm wonder if there's a way to resolve this issue or am I just going to never be able to use PayPal?

Paypal does not allow account holders under the age of 18.

PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be permanently locked for further use.

You would never be able to use that illegally opened underage account again but once 18 Paypal may allow you to open a new account. Opening a new account is not guaranteed as you have already broken their rules once so check first.
