Account limited due to verification issue

I created my account and selected Cyprus by mistake and my client sent me funds in my account but now my account is limited due to verification.

Now I want to send the available money in my account to my friend so I can get funds transferred but PayPal is stopping it.

Unlikely you can receive or transfer those funds if you are not living in the country that the paypal account belongs to.

Your best bet is to open a paypal account in your own country and then ask paypal to transfer the funds across for you.

That is not guaranteed as you opened an account in a country where you do not live and also you would have to be living in a paypal account that can receive paypal payments.
