Account limited, cannot contact Paypal to withdraw funds

I movede from Ireland to USA in 2013. They wouldn't let me close my account for whatever reason and now that I can't prove an address in Ireland, they limited my account. I am fine with that as I have not wanted the account since 10 years ago.

BUT the issue I face is that I have money in this account still, which I've been unable to withdraw even though I've proven I live in the US and proven my identity etc. 

In the limitation email, it says "Your current PayPal account will remain limited. Your PayPal balance will be held for 180 days. After 180 days, please contact us to withdraw your money." 

But it has been IMPOSSIBLE to contact them! They have blocked me from sending messages - it says there is an error every time and has been that way for MONTHS. There is noone available on chat, and I cannot call Ireland.

How on earth am I supposed to contact them as they suggested to withdraw my money?!

Paypal is country specific so if you move countries you have to close your old Paypal account and open a new Paypal account registered in the country where you now live. You would then need to add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things but its unlikely they can help if you didn't sort things before you moved.

Yeah, I tried closing it after the fact but they did not let me. I didn’t close it beforehand because I was pretty busy with moving overseas and PayPal was not on my mind lol. The funds were accidentally sent to this account recently because it’s my primary email address (couldn’t open an account using this email address since they wouldnt let me close the initial account), and the account was not previously limited even though I asked repeatedly to close it. In any case, once they limited it they said to contact after 180 days and it has been 180 days - but they have basically blocked me from contacting them. I keep getting error messages every time I try. So that is my issue - how do I contact them?!!

They’ve blocked me. When I try to send a message it says there’s an error. This has been ongoing for weeks. Same with trying to use chat. I can’t call as there is no international number and I don’t have an Irish number. It’s infuriating

lol well that’s why I posted asking if others have advice PayPal asked me to contact them after 180 days, but then they also won’t let me contact them?? Makes no sense On another page it actually says that PayPal will send me instructions on how to withdraw my funds after 180 days, but they have not done that. Ridiculous

Well I have told you why you can't withdraw the money and given you ever option available to contact customer services.

If they won't let you have your money and have blocked you then not a lot anyone can do for you is there???

I have said why they can't help you here..........

I have never known anyone on here be able to get funds from an overseas paypal account once they have moved overseas without contacting customer services. Even then still don't know if they got lucky.

I doubt you will get any other answers but good luck.
