I made the mistake of making an account when I was a minor, so my account got permanently limited. Now that I am an adult, will paypal allow me to make a new account with different bank information and a new email? I just want to make sure so I don’t get limited again.

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
