Account has a problem but nothing in the Resolution Center

Hello 🙂
I'm trying to send money to the same recipient as I do every month but right after I get a the message attached below.
I have not received any emails indicating that my account has been limited and there are no cases or anything to resolve in the resolution center either.
I'm abroad at the moment and can't contact my local PayPal number for customer service.
Any ideas what the problem could be?

When traveling, a login from a different country than where your PayPal account is registered can appear like an attempt by a third party to take over your account. Due to this, PayPal heavily limits and often prevents use of an account while traveling.
Advice is voluntary.
