Account got limited out of nowhere during a transaction. of luck

Long story short. I've been following this guy's Instagram account for a while. He stated he was going to sell his account so I figured why not. After going back and forth we agreed to split the payments in case something happens. I sent him $200 but forgot to label it as family and friends.
I thought no biggie. He refunds me and I sent it right this time. He sends me a screenshot that PayPal limited his account out of nowhere. Now he's saying I'm going to get a refund in 10 days and he's temporarily halted the deal.
I didn't get an email on my end. Honestly not sure if I was supposed to. Whose to blame in this situation because I can make the argument that it seems fishy on both sides
