Account being freeze and unable to withdraw money

Hi guys, my PayPal account is being blocked as that time when I signed up for PayPal was under 18 years old. So I'm only able to withdraw money but the problem is my PayPal balance does not meet the minimum amount for withdrawal.... But my account is freeze I could not send, receive money for others and cannot make payment also.... Anyone can help? Is there any other way to take out the money from my account T_T
