Account access permanently limited

My account access is permanently limited because I have sent money from my PayPal account in the Netherlands to my PayPal account in Qatar, but by mistake I've sent money using seller to buyer option instead of friend to a friend transaction option. After that; I tried to refund back the money but they treated it as a suspicious transaction which ended up by closing my account and giving me a limited access to my account. They said the only thing I can do after closing my account is just withdraw my funds to a bank account, but I tried to withdraw my money with no success. They just keep denying my visa or my bank withdraw process. I am trying to email or message PayPal organization but I am not getting back any useful information that could help me.

Please advice.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
