Account Limited w. $1000s inaccessible - Unable to Confirm Identity and Third Party Agent

I have been unsuccessfully attempting to verify my Identity for going on 3 weeks. My account is locked and I am unable to transfer funds to my clients. 

 

I have several thousand dollars locked in this account which I am unable to access or transfer. This is simply unacceptable. 

 

There is a request to provide Third-party agent information (which I still don't know what that means), I have entered information but when I complete the form I am given a message saying: 

 
'We're sorry, something went wrong
We’re experiencing technical difficulties. Please try again later.'
 
This has been going on for three weeks. I have called PayPal's support team every day for three weeks and provided all documentation they have requested which has seemingly no effect of fixing the limit on my account. 
 
If anyone has any suggestions on how I can have this resolved, please let me know.
