Account Limitation

account was locked from time ago and got an email few months after saying you can withdraw the money now but the problem is that the card which is linked to account was lost so i had a replacement card and cant withdraw to that card anymore and paypal isnt even letting me add new card or bank account. so is there anyway you can transfer this balance?

You can normally withdraw via any linked bank account / card already on your permanently limited account. I don't think you can add a funding source to that account.
So your best option is to contact customer services and ask them to link a bank account / card for you

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
